The guide has been jointly written by Patrick Doherty, CPFA FIRRV, a leading expert in the rating field and a past Pres­ident of the Institute of Revenues Rating and Valuation and David Magor OBE FIRRV, the Chief Executive of the Institute. The guide sets out to explain, in straightforward terms, the changes that have been introduced since April 2007 as a result of the reform of the rating system by central Government and the changes in the financing of the local authorities from 2011 as a result of the Local Government Finance Act (Northern Ire­land) 2011.
