Anglia Revenues Partnership

Summary of Submission

The Anglia Revenues Partnership (ARP) is setting the standard for excellence in revenues and benefits delivery. 

As England’s largest revenues partnership, ARP unites five councils and 300 employees to support 350,000 Council Tax accounts, 30,000 business rates accounts, 13,000 Housing Benefit claims and 41,000 Council Tax Support claims. 

Built on innovation, collaboration and continuous improvement, ARP has created a powerful learning culture where people are supported to grow through apprenticeships, IRRV qualifications, mentoring, job shadowing and practical development, utilising a variety of resources including in-house training and partnership wide collaboration. 

Its bespoke 2025 Management Development Programme is now shaping the partnership’s future leaders, building confidence, resilience and capability across aspiring, existing and established managers. Delivered collaboratively by senior leaders, partners and internal learning teams, the programme is strengthening relationships, inspiring ambition and creating leaders of the future.

Salford City Council’s Revenues and Benefits Service supports almost 140,000 households and 12,000 businesses, delivering Council Tax, Business Rates, Benefits and welfare support. At the heart of its staff development approach is the Revenues and Benefits Guidance Hub – a single digital platform bringing together procedures, guidance, training materials, operational updates, learning tools and knowledge resources in one accessible location. This embeds learning into day-to-day work and provides staff with support at the point of need. Combined with real-time quality assurance, professional development pathways and staff-led digital innovation, the approach has improved accuracy, consistency, efficiency and customer service. Staff are encouraged to develop professional qualifications, digital skills and cross-service expertise, creating clear progression opportunities and a culture of continuous learning. This investment has strengthened organisational performance through improved collection and recovery outcomes, increased automation and better customer experiences, creating a highly skilled, resilient and future-focused workforce.

Women in Revenues and Enforcement

Summary of Submission

Women in Revenues and Enforcement (WIRE) is a pioneering not-for-profit network dedicated to supporting and empowering women across the revenues and enforcement sector. Since 2024, it has grown to more than 300 members across local government and the private sector, demonstrating strong demand for inclusive professional development. WIRE addresses a gap in traditional training, by focusing on leadership, confidence, visibility and career progression.

The organisation delivers free, interactive and member-led training, supported by an online platform and designed around evidence-based member needs. Its impact is already apparent, with members securing promotions, taking on greater responsibilities and increasing their professional visibility as first-time speakers. Consistent 5-star evaluations describe sessions as “empowering, insightful and highly engaging”. 

Through growing sponsorship, an expanded events calendar and increased representation at industry conferences, WIRE is strengthening workforce capability, promoting inclusive leadership and driving long-term cultural change across the profession.
