6 March 2025This one-day Upskilling Session is to be delivered virtually by Gary Watson IRRV (Hons), Chief Executive, IRRV and Adam Fairclough IRRV (Hons), Apprenticeship and Training Officer, IRRV. It will look at the role played by the Council in the Valuation Tribunal and be of interest to practitioners working in council tax and / or non-domestic rate. This includes those who represent the Council in the Valuation Tribunal.
Concerns continue to be raised at the Valuation Tribunal Users Group (VTUG) over the evidence produced by billing authorities at hearings and their lack of engagement. It is essential billing authorities are conversant with the new Consolidated Statement that came into effect in England on 1 April 2024 that changed the disclosure and information exchange process in relation to appeals where the billing authority is the respondent.
The Session will first look at the role played by the Valuation Tribunal and local taxation matters that go to the Valuation Tribunal before covering action to be taken by the billing authority prior to, during and after a hearing. There will be a focus on the new Practice Statement and how a billing authority must present their case at both a virtual and face-to-face hearing.
A workshop will take place during the day when attendees work together in break-out rooms before reporting back to the Group. There will be an ‘Open Forum’ at the end of the day where delegates can raise questions and discuss issues.
Delegate numbers will be restricted to 25 on any one Session. A copy of the presentation will be sent out to delegates on the morning of the Session.

Programme Changes And Cancellation / Rescheduling Of Events

The Institute will make every effort to give delegates as much notice as possible of any programme changes or the cancellation / re-scheduling of an event. However, it does reserve the right to make changes to advertised programmes and to cancel / re-schedule events. In the unlikely event of an event being cancelled / re-scheduled, either a full refund will be made or alternatively, any fee paid will be credited against a future booking. The Institute will not be liable for any travel and / or accommodation costs incurred by the attendee should an event be cancelled / re-scheduled.

VAT will be applied at the current rate. Cancellations two weeks before course date will be charged at 50%. Cancellations after this date will be charged at 100%. A substitute attendee is allowed at any time at no extra cost.
