A one day professional meeting designed for practitioners, of any level, working within the rates office of a billing authority.
Aims and Objectives
This one day professional meeting will look at a billing authority’s discretionary power to award relief under Sections 44A (part-occupied), 47 (discretionary) and 49 (hardship), with a focus on the Government's increasing use of existing legislation to fund discretionary relief. In addition, it will cover the procedures that should be followed by a billing authority when serving completion notices. This will include a review of recent case law. There will be a series of case studies incorporated throughout day; intended to highlight the different approaches adopted by practitioners. The ultimate aim of this professional meeting is to ensure a billing authority is complying with the law and adopting ‘good practice’ when administering of reliefs and serving completion notices.
The course will be delivered by Gary Watson IRRV (Hons), Deputy Chief Executive, IRRV.
The course starts at 10.00am following tea and coffee from 09.30 and finishes at 4.30pm. Lunch and refreshments are provided during the day.

PROGRAMME CHANGES AND CANCELLATION / RESCHEDULING OF EVENTS
The Institute will make every effort to give delegates as much notice as possible of any programme changes or the cancellation / re-scheduling of an event. However, it does reserve the right to make changes to advertised programmes and to cancel / re-schedule events. In the unlikely event of an event being cancelled / re-scheduled, either a full refund will be made or alternatively, any fee paid will be credited against a future booking. The Institute will not be liable for any travel and / or accommodation costs incurred by the attendee should an event be cancelled / re-scheduled.
On receipt of the registration form with purchase order number the IRRV will issue a receipted VAT invoice at the prevailing rate. Payment must be received in advance of the event. The Institute reserves the right to refuse admission where delegate fees have not been paid.
Cancellations made 2 weeks before the meeting will be subject to an administration charge of 50% of the fee plus VAT. Cancellations after this date are liable for the full registration fee. A substitute delegate is welcome at any time at no extra charge.
