Summary of Submission

Valuation Mapping System (VMS), launched in 2023, is the first-ever enterprise level geographical information system (GIS) in the Valuation Office Agency (VOA). The generation of VMS has involved a systematic transformation in the entire GIS ecosystem (i.e., People, Process, Data, Software, and Hardware). VMS is underpinned with in-depth user research (analysis of diverse business needs), user-centric learning, novel geospatial analyses (semi-automated modelling of valuation basis), several layers of authoritative data (single source of truth), latest software engineering (software reuse, multi-tasking, linked views), and technical infrastructure (cloud). VMS has been an instant success with case workers even before it is fully integrated into the case management system; then, VMS GIS will become a core part of property valuation. Aside from operational users, VMS has also been a catalyst in the use of geospatial data, science and technology for automated valuation modelling and machine learning by data analysts.
