The Explanatory Memorandum to the Directions made under sections 15(5) and (6) of the Local Government Act 1999 in respect of Liverpool City Council. It summarises the circumstances in which the Secretary of State has made the Directions, his reason for this exercise of his powers, and the implications of the Directions for the Authority.
This Memorandum was updated on 8 November 2022 to reflect the issuing of updated Directions to the Council which give the Commissioners additional powers over finance, recruitment and governance in the Council.
