In 2022, the government announced an investment of up to £500 million in funding to local authorities across England under the first multi-year funding for the Rough Sleeping Initiative. This multi-year funding has provided local authorities with an opportunity to take a long-term stance on ending rough sleeping and to support the most vulnerable in our society.
Long-term trends point to considerable progress: rough sleeping numbers are 28% lower than in 2019 before the pandemic and rough sleeping has continued to decrease or stayed the same in around 46% of local authorities, as shown in the latest annual rough sleeping snapshot published in February 2023. We recognise that overall rough sleeping numbers have risen for the first time in 4 years. We have therefore awarded an additional £34.6 million in targeted funding across London and over 70 local authorities across England experiencing the highest pressures.
This additional funding will provide up to 4,300 beds and 630 support staff (FTE), on top of existing Rough Sleeping Initiative provision. This additional resource will support areas to get people off the street more quickly, secure more move on accommodation, help individuals to sustain their tenancies, and provide bespoke support for those furthest away from leaving rough sleeping for good. The funding will also support areas to assess their progress towards ending rough sleeping and fortify their data collection infrastructure.
