We are planning to publish new Housing Benefit flows datasets on Stat-Xplore. These will be ready for our next release in November 2020.
This change will improve the amount of data made available and enable users to create customised tables and charts. This will mean that, from November 2020, we will no longer update the spreadsheet on this page, and all of the new data will be on Stat-Xplore only.
The new HB flows statistics will use the same methodology to identify and count on-flows and off-flows as before.
Users will be able to create their own tables and charts covering a broader range of characteristics, and compare the flows data alongside the number of Housing Benefit cases. New flows data will date back to April 2018.

These statistics record the number of people beginning and ending Housing Benefit claims. They also include a breakdown by local authority.
The data in the tables is to May 2020.
Council Tax Benefit (CTB) was abolished in April 2013 and replaced by a system of localised support. In England, the Ministry of Housing, Communities and Local Government is now responsible for these statistics. The Scottish and Welsh Governments have similar responsibility. The statistics shown here provide the final numbers relating to CTB.
