We are pleased to announce two new days have been added to our Training Course programme:
· ‘Completing & Submitting Government Returns’ – 22 March.
A comprehensive one-day course for anyone working with council tax and NDR statistical data particularly the information needed to compile or complete Government returns. The course will cover collection data for internal use, including the monitoring of bad debt provisions and compilation of the quarterly Government returns on council tax and NDR collection. Also included will be the annual return on calculation of the council tax base for revenue support grant purposes as well as the calculation of the Council Tax Base itself as used for tax setting. In relation to Non-Domestic Rates there will be an examination of the NNDR1, NNDR2 and NNDR3 returns, their purpose and content.
· ‘Policies and Procedures (Council Tax and NDR)’ – 29 March
A one-day course examining the role of policies and procedures in relation to the administration of council tax and NDR. The course will consider the various matters for which policies and policy guidelines need to be developed and the matters where support or approval is requiredatappropriate levels within the organisation, including where decisions should be approved by the billing authority’s elected members. Closely linked to policy matters but covering some of the wider areas of administration, the course will also look at the range of operational procedures that billing authorities will have established. The course (which will focus on valuation, liability, reliefs and recovery) will consider how the access to clearly documented procedures is an aid to efficiency and effectiveness and the forms of documentation that lend themselves to electronic availability on the desk top.
