The standard civil contract (welfare benefits) 2013 consists of the:

  • standard terms
  • specification
  • schedule

Standard terms

Standard terms govern the commercial relationship between Legal Aid Agency (LAA) and the provider. The 2013 standard terms (welfare benefits) apply to face-to-face civil legal aid services, with some amendments.

Specification

This sets out the rules on the provision of welfare benefits contract work in London and the south-east, and the Midlands and the east procurement areas only.

The standard civil contract (welfare benefits) 2013 specification is divided into provisions of general application (sections 1 to 6) and category specific rules relating to welfare benefits (section 7).

Implementation annex

The implementation annex sets out the detail of the welfare benefits service that you must have in place. The contents of each implementation annex varies between providers. It’s informed by the implementation plan submitted as part of the tender process for the award of welfare benefits contracts for signature. Use the sample service delivery annex for illustration.

Schedule

The schedule sets out provisions specific to an individual provider, including matter start allocation for controlled work and competitive fixed fee per controlled work matter. Use the sample schedule for illustration, as the contents of schedules vary between legal aid providers.

Contract for signature

The contract for signature is the document which gives effect to the standard civil contract (welfare benefits) 2013 as a whole.
