Publication of DWP research report 524: options and choices events: testing implementation and delivery in Trailblazer districts

Research published today by the Department for Work and Pensions (Report 524) presents findings on the early implementation of the Options and Choices Events in two Trailblazer districts1.  The experiences of the Trailblazer districts informed the design, implementation and delivery of the events prior to national roll-out in April 2008.  The scope of the research was limited to implementation issues, and focused on the very first events delivered in two districts. 

Option and Choices Events are intended to inform lone parents of changes in their Income Support entitlement and the resulting implications. They also aim to ensure that lone parents understand the options available to them, the support available from Jobcentre Plus and its partners as well as the benefits of work and to provide information on the local labour market.  The Trailblazer events were targeted at lone parents whose Income Support eligibility was due to end within a year. Attendance was on a voluntary basis.

The main findings are:

  • Understanding of the information given to lone parents on forthcoming changes to the Income Support regime appeared to vary considerably among those attending the events.
  • Generally, once they had attended an event, lone parents were often more motivated and enthusiastic about looking for work and more confident in their ability to find work.
  • The presence of employers at the events was considered to complement and add value to the messages that Jobcentre Plus staff were delivering.  In particular, the message about the level of support available was felt to be more powerful when delivered by a working lone parent, with their employer’s involvement.
  • Overall, lone parents who attended the events found them to be useful in helping them to think about returning to work.  Many lone parents attending the events had previously thought about returning to work, and were surprised at the amount of support available to them through Jobcentre Plus.

  1. This report provides qualitative research findings exploring staff and customer views of Options and Choices Events delivered in two Trailblazer districts. The research included observation of events, customer self completion questionnaires, telephone interviews with a small number of lone parents and focus groups with Jobcentre Plus staff.  The report was produced by an independent research organisation – GHK Consulting Ltd.
