The Empowerment Fund: Impact Assessment

Summary

This final stage impact assessment builds on an early consultation stage IA published in July 2008. The aim is to provide strategic, stable and sector funding from Communities and Local Government to a limited number of key third sector organisations focused on community empowerment. A full consultation process took place from 9 July 2008 to 30 September 2008 and the spirit of the fund was supported by respondents. There were however some key areas of concern which we have sought to address in the final Prospectus.

This impact assessment does not evaluate the case for the Department's existing investment in the sector nor does it evaluate the Department's intentions for the scheme (to support organisations with national reach and remit). Rather, it focuses on the operation of the Fund. The key issues to emerge from the consultation were significant concern on the income eligibility criteria and assertion that this could discriminate equalities groups on the grounds that they typically have lower income. There was also disappointment about no encouragement for partnership applications and the timescale for the process. There were additional comments around some of the wording for the themes and proposals on additional themes.
