The Minister for Social Justice & Local Government has decided to:
a) Amend the The Non-Domestic Rating (Unoccupied Property) (Wales) Regulations 2008 to raise the rateable value threshold at which empty properties are excluded from liability for non-domestic rates from £2,200 to £15,000 from 1 April 2009 – 31 March 2010.
b) Amend the Non-Domestic Rating (Collection and Enforcement) (Local Lists) Regulations 1989 to replicate the changes being made by the UK Government in England to allow businesses to pay certain backdated business rates bills in interest free installments over a period of up to 8 years.
This will make applicable to Wales the measures that the Chancellor announced for England in the Pre Budget Statement.
I will keep you informed of progress early next year - I expect (a) above to be made by the end of March
2009, and (b) as soon as possible - this will be more complex.
I will be amending the NDR1 froms and supplenetaries to reflect the revised empty property threshold, and will be issuing them in March, with a return date towards the end of February.
