Audit Commission - Supporting People evaluation

 

 

 

The Audit Commission is inviting service users, carers, providers, commissioners and local authority staff who have been involved in or administered the Supporting People programme of work to contribute to an evaluation of the programme. To get involved we are requesting interested parties to complete a questionnaire by 15 December on what has worked well, what are the future challenges and how they might be resolved for Supporting People.

The Supporting People programme was launched in April 2003 to provide a better quality of life for vulnerable people and help them to live more independently. The programme funds housing-related support delivered locally through an estimated 37,000 services with over 6,000 private, voluntary sector, housing association and local authority providers. The programme involves every local authority, primary care trust (PCT) and local probation board. Responsibility for identifying local needs, prioritising them and entering into contracts lies with 150 local commissioning bodies. These are partnerships of social services and housing authorities, probation boards and PCTs, based on unitary or county council boundaries.

The Supporting People programme will be six years old in April 2009, when a number of changes will be introduced. The Audit Commission is reviewing progress made and identifying challenges and opportunities for the future. We want to summarise existing successes and make recommendations about how best to consolidate and build on these in a time of change.

We will be using the information gathered during our inspections of local authorities, existing research and data, targeted surveys and a number of focused interviews. We also want to gather the views of a range of stakeholders, service users, carers, providers, commissioners and local authority staff who have administered the programme.  We are particularly interested in what has helped deliver better outcomes for service users, and what actions may be needed to ensure these are sustained.

Commission staff will be attending a number of events and meetings, running short sessions and collecting views and comments via questionnaires and interviews until the end of December 2008. The review is due to be published and findings shared in March 2009.
