Role of the Council in the Valuation Tribunal

This one day professional meeting is to be delivered virtually through ‘Go-To-Meeting’ by Gary Watson IRRV (Hons), Deputy Chief Executive, IRRV. It will look at the role played by the Council in the Valuation Tribunal and be of interest to practitioners working in council tax and / or non-domestic rate.

The meeting will focus on the action that needs to be taken prior to, during and after a valuation tribunal hearing. In addition to covering the statutory provisions, the course will focus on the specific role of the officer who is representing the billing authority in the Valuation Tribunal. What they should do in advance of the hearing as well on the day itself.

In advance of this meeting, attendees will be sent a link to a pre-recorded webinar presented by the Deputy Chief Executive that looks at the role played by the Valuation Tribunal Service, procedures to be followed by a billing authority and key legislation / case law. Attendees will also be provided with a hand-out in advance of the meeting.

At the meeting, attendees will initially be put in to break-out rooms (facilitated by IRRV staff) where they will consider a number of case scenarios. The remainder of the day will then be dedicated to running mock hearings. Attendees take on the role of taxpayers and the billing authority representative whilst IRRV staff will assume the role of panel members and clerk.

The course starts at 10.00am and finishes approx. 4.30pm. Numbers will be limited to 20.

The Institute will make every effort to give delegates as much notice as possible of any programme changes or the cancellation / re-scheduling of an event. However, it does reserve the right to make changes to advertised programmes and to cancel / re-schedule events. In the unlikely event of an event being cancelled / re-scheduled, either a full refund will be made or alternatively, any fee paid will be credited against a future booking. The Institute will not be liable for any travel and / or accommodation costs incurred by the attendee should an event be cancelled / re-scheduled.


On receipt of the registration form with purchase order number the IRRV will issue a receipted VAT invoice at the prevailing rate. Payment must be received in advance of the event. The Institute reserves the right to refuse admission where delegate fees have not been paid.


Cancellations made 2 weeks before the meeting will be subject to an administration charge of 50% of the fee plus VAT. Cancellations after this date are liable for the full registration fee. A substitute delegate is welcome at any time at no extra charge.
