Non-domestic rates is a significant element in the financing of local government. In recent years, its operation has come under considerable criticism particularly from the business community who regard it as an onerous burden to their day-to-day survival.
Notwithstanding these criticisms to tax is going through the major reform process. There will be a new valuation list coming into force on the 1st of April 2023 with the intention of delivering future revaluations on a three year recycle. There will be a new bill placed before Parliament that will modernise certain aspects of the valuation process and the delivery of information to ensure values that are more accurate. There are also major issues facing the tax concerning avoidance, reliefs and the enforcement process.
This important seminar will look at all aspects of the reform and consider the implementation and interpretation of the proposals. Experienced practitioners from local government and the private valuation sector will deliver the seminar.
The sessions will consist of a series of papers covering a situation analysis of the non-domestic rate proposals contained in the Autumn Statement and the reforms coming into force on the 1st of April 2023. The transitional scheme associated with the revaluation and the government's plans to support the business community will be analysed along with the proposals to improve the appeal process and the gathering of information from ratepayers.
This important event is part of the Institute's determination to convey the Government’s policies to practitioners.

Programme Changes And Cancellation / Rescheduling Of Events
The Institute will make every effort to give delegates as much notice as possible of any programme changes or the cancellation / re-scheduling of an event. However, it does reserve the right to make changes to advertised programmes and to cancel / re-schedule events. In the unlikely event of an event being cancelled / re-scheduled, either a full refund will be made or alternatively, any fee paid will be credited against a future booking. The Institute will not be liable for any travel and / or accommodation costs incurred by the attendee should an event be cancelled / re-scheduled.
VAT Receipts
On receipt of the registration form with purchase order number the IRRV will issue a receipted VAT invoice at the prevailing rate. Payment must be received in advance of the event. The Institute reserves the right to refuse admission where delegate fees have not been paid.
Cancellations
Cancellations made 2 weeks before the meeting will be subject to an administration charge of 50% of the fee plus VAT. Cancellations after this date are liable for the full registration fee. A substitute delegate is welcome at any time at no extra charge.
