Benefit Overpayments Guide (New)
Ed Bowen IRRV and Heather Neate IRRV

How refreshing, to be able to pick up a guide on overpayments, and find that it combines all the necessary ingredients in one, user friendly size publication.

The IRRV Benefit Overpayments Guide has been written by Local Authority Officers who have significant experience in overpayments. Ed Bowen works for the LA involved in the ‘Desert Island’ case, famous to those of us who have been involved in overpayment recovery for the last few years.

The IRRV Guide combines law and practice, including case law, benefits legislation, best practice and useful template forms for local authorities to use. The guide is written in such a way as to be of use to all officers involved in processing overpayments, dealing with appeals and recovering the debts. It would also be useful for students.

Managers will find the guide of interest too. The appendices contain debt recovery policies and a particularly good Overpayments Dashboard for the monitoring and reporting of debts.

Invest in developing staff knowledge, awareness and best practice by ensuring copies of this guide are available to all.

Council Tax: Your Guide (2008 edition)
Bill Lovell IRRV, Moira Hepworth

Council tax has operated in Britain since 1st April 1993. The tax applies to residential or domestic property, and is a property tax that uses capital values to allocate properties to tax bands. Council tax includes an allowance where properties are occupied by less than two adults and there is a system of benefits for people on lower incomes.
This easy-to-follow guide explains how the system works, how the amount of tax set by different councils comes about and how council tax affects households, including single people living alone, couples, families and pensioners. It also suggests how people can ensure that they are paying only their fair share. This edition includes the average 2007/08 council taxes for England, Scotland and Wales, as well as for the English Regions, to show how the tax varies across the country.
The guide is published by the Institute of Revenues, Rating and Valuation, the professional body concerned with local taxation, property valuation for local taxes and the administration of housing and council tax benefits.
