Retirement of Professor Graham Zellick

Professor Graham Zellick will step down as President of the Tribunal on 12 August 2015 – his 67th birthday.

Professor Zellick was appointed by the Lord Chancellor as the first President and took up office on 1 January 2009. The Tribunal came into existence on 1 October 2009.

Professor Zellick will continue with his other judicial work as a member of the Investigatory Powers Tribunal and, after a break, intends to return to legal writing and to participate in legal and constitutional debates in a way that is not possible for the holder of a salaried judicial post. He may in due course take on other activities.

Professor Zellick comments:

"I believe much has been achieved in the six-year life of the Tribunal and I have many people to thank for their support and assistance, not least my Vice-Presidents, the elected members of my Advisory Council and the Users’ Group and, in the early years, Lord Carnwath when Senior President of Tribunals and George Bartlett QC, then President of the Lands Chamber of the Upper Tribunal. Above all, I want to record my deepest debt of gratitude to the Registrar, Jon Bestow FIRRV, and my PA, Amy Dusanjh.

The last Government’s inability to implement the long-standing policy of transferring the Tribunal into the First-tier Tribunal, owing to a technical problem concerning staff pensions, was a bitter disappointment and it remains my fervent hope that this obstacle can in due course be overcome.

I send my very best wishes to the chairmen and members of the Tribunal and the staff of the VTS."
