This report is the result of a scoping study conducted for the Affordable Homes Programme 2021-26 evaluation. It sets out the most effective approach to evaluating the programme, including the methodology (how the evaluation could be done), the timings of each piece of work, and what data will be needed to answer the research questions. The report also contains the programme’s Theory of Change, designed to capture the understanding of how the Affordable Homes Programme (AHP) aims to achieve the overall policy vision for the programme.
