Dear Billing Authority,

 

We have completed an exercise to bring in residual malls. Thank you to those BAs who have responded to our request for reference numbers. We thought it useful to share some frequently asked questions with you.

 

Residual Malls

 

  1. What is the residual mall exercise?

As part of our statutory duty, the Valuation Officer is aware that a significant number of short- term let outs and promotional sites within shopping malls are not currently assessed for rating purposes. Where a residual mall is identified this will be entered into the rating list.

 

  1. What is a residual mall?

A residual mall is the short term let outs and promotional sites within a shopping centre, that are part of the shopping centre occupation. These let outs, whilst not sufficiently permanent to form separate hereditaments in their own right, form a residual mall assessment, which may include kiosks, and retail merchandising units let on a short- term basis, plus sites of other electronic machines. 

 

  1. Does the residual mall include the centre management suite?

No, any management suite will remain separately assessed.

 

  1. Why doesn’t the address for the residual mall have a unit number?

The residual mall assessment does not include the permanent, numbered, retail units that are already assessed.

 

  1. Are these new assessments?

Yes, these will be new entries to the rating list.

 

  1. What effective date will you be using?

In the majority of cases, it will be 1st April 2017. This may differ where a mall came into existence at a later date.

 

 

Street Naming and Numbering

 

The Billing Authority Enquiries mailbox is showing a significant increase in ‘Street Name and Numbering’ notifications. To provide a more efficient service, we have created a new mailbox to receive notifications of new property addresses and estate updates, the new mailbox address is: streetnameandnumbering@voa.gov.uk.  The mailbox has been tested by a number of Billing Authorities and is ready for use.

 

This new mailbox will ensure notifications are received directly by the Street Name and Numbering team, please can you start to use it as soon as possible. Our BA Enquiries Team will forward any street naming and numbering notifications they receive until the end of March to give you time to amend your contacts list.
