Subject: Council tax billing requirements for the Adult Social Care precept

Dear colleague,

On 10 February, the House of Commons approved the Referendums Relating to Council Tax Increases (Principles) (England) Report 2021/22, including a 3% Adult Social Care precept.

Further to queries from some authorities about the council tax billing requirements for 2021/22, we wanted to clarify that no amendments will be made to the information about the Adult Social Care precept or any other matter which must appear on council tax demand notices or in the information supplied with them [the ‘council tax leaflet’] for 2021/22.

The demand notice regulations laid last year updated the generic text relating to the Adult Social Care precept so that it was applicable for 2020/21 and any future years of the precept. However it is open to billing authorities to add any information they wish about whether they will be rolling over the use of the ASC precept to next year.

Kind regards,

AJ Gilbert
