CROSSRAIL 'BRS 1' PROVISIONAL RETURNS FOR 2010-11
On 5 February we notified boroughs formally of the GLA's intention to levy the Crossrail Business Rate supplement from 1 April 2010. We are now require boroughs to provide provisional estimates of the BRS income they expect to collect during 2010-11 via what is being designated as the 'BRS 1' return.
In line with the BRS regulations this return must be submitted to the GLA by Wednesday 31 March. It should be returned by e-mail in excel/csv format to both Martin Boyle (martin.boyle@london.gov.uk) and myself (martin.mitchell@london.gov.uk). We also require Directors of Finance to certify copies of the return although we will accept these certified versions (by e-mail/fax/post) up to Monday 12th April in light of the Easter Holiday period.
The form is similar in format to the NNDR1 return submitted to CLG and differs only marginally from the draft BRS 1 circulated to revenues officers in January for consultation. Before completing the form, however, it is important that you read the attached guidance note and covering letter.
The data source for the form should be the ratings list and reliefs data used for the 2010-11 NNDR billing run (not the 2 January 2010 list used for the NNDR 1 return). The use of this more timely data should make it easier to prepare the form from your systems and reduce the need for in year variations.
Boroughs are also asked to provide a declaration of estimated initial set up costs associated with the first year of the BRS in line with the requirements of the regulations.
