Smarter Government Public Sector Fraud Taskforce report 24 March 2010

 

 

 

 

The taskforce was independently chaired by Dr James Hart the former Commissioner of the City of London Police and its work was led by the National Fraud Authority (NFA) involving officials from the NFA, the Department for Work and Pensions, HM Revenue & Customs, the Department of Health, the National Health Service, the Department for Communities and Local Government and local authorities. The taskforce was asked to make recommendations on ways to reduce fraud against the public sector, drawing particularly on best practice in the private sector, including its use of data analysis techniques. Representatives from the financial services and insurance sectors also sat on the Taskforce's Senior Oversight Group to provide insight into best practice in the private sector.

The report 'A fresh approach to combating fraud in the public sector' makes 33 recommendations in a wide range of areas including the need for better measurement and estimation of fraud in the public sector, putting a greater emphasis on fraud prevention, wider sharing of data and use of the newly established National Fraud Intelligence Bureau. It also encourages continued work to combat identity fraud. The report identifies a number of examples of good practice in parts of the public sector which should be implemented more widely and techniques which are starting to be used in the private sector that the public sector should evaluate. It also recommends cross-departmental projects should be established to counter procurement fraud and staff fraud which affect a number of departments and public services.

The Government has welcomed the report. It endorses the hope expressed in the report that there will be a better and more consistent approach to estimating levels of fraud against the public sector. The Government agrees with the Taskforce's recommendations for closer joint working on those issues in future and officials in HM Treasury, the Cabinet Office and the National Fraud Authority will be working with other stakeholders to develop a detailed action plan for each of the report's recommendations.
