The Institute has obtained draft versions of the amendments (which are still subject to Ministerial approval) to schedules 1 and 2 to the Council and Non-Domestic Demand Notice Regs. CLG intend to lay the amendments to the Demand Notice Regulations at the end of January and subject to Parliamentary approval under the negative resolution procedure, they would come into force three weeks later. It is unlikely any changes will be made under this procedure and therefore CLG anticipate that billing authorities will be able to plan accordingly. CLG are currently in the checking and clearance phase of the process. If you have any comments on the drafts, could you please email them to janet.alexander@irrv.org.uk before Thursday 6 December.

NB:
DCLG have advised that with regard to the new Empty Property Rate provisions the details contained in the draft Demand Notice Regulations will allow work on billing runs to commence although it will of course be for Billing Authorities to decide whether they wish to do this or wait for the Regulations to come into force.
