Update 1 October 2021

We have made a minor update to the application form:

  • formulas in Table 4 corrected

Previous minor updates:

  • guidance wording for question 3G updated to better reflect the competition guidance
  • conditional formatting on Table 9a corrected

Registered providers of social housing (including private and local authority providers) can apply to Wave 1 of the Social Housing Decarbonisation Fund (SHDF) to support the installation of energy performance measures in social homes in England. Up to £160 million is available.

The SHDF will upgrade a significant amount of social housing stock to an Energy Performance Certificate (EPC) rating of C. Wave 1 projects will follow a worst first, fabric first, lowest regrets approach to improving the energy performance of social housing by 31 January 2023.

The fund will help:

  • deliver warm, energy-efficient homes
  • reduce carbon emissions
  • tackle fuel poverty
  • support green jobs
  • develop the retrofit sector
  • improve the comfort, health and well-being of social housing tenants

The fund follows on from the Social Housing Decarbonisation Fund Demonstrator, where over 2,300 homes were improved to EPC Band C and at least 1,300 local jobs were supported.

The SHDF supports the Prime Minister’s 10 point plan for a green industrial revolution and makes further progress towards delivering the government’s commitment to invest in the energy performance of homes.

How to apply for funding

Applications for Wave 1 are now open.

Applications must be led by a local authority. If you are a private registered provider of social housing (including a housing association), you must apply as part of a consortium with a lead local authority in England.

To apply:

  • read the competition guidance and associated questions and answers document
  • complete an application form
  • submit the completed application form and required attachments to the Ricardo Application Portal by 11:59 pm on 15 October 2021

Update: 9 September 2021

We have:

  • responded to further questions in the questions and answers document
  • updated the application form to remove the ‘milestone and cost profile’ checkbox in the Introduction section
