In a severe weather event with significant wide area impacts, local authorities may need central support to help their communities and businesses return to normal. Lessons identified from previous government recovery programs have shown that central recovery support needs to be scalable, easy to administer and apply for, and clearly communicated.

Building on these principles, a core package of business and community recovery support has been developed to serve as a framework for flood recovery funding when needed. This guidance sets out what recovery support might be made available to local areas in these circumstances, and how it can be accessed.
