The Value for Money Standard and accompanying Code of Practice requires providers to annually report on their performance against a suite of measures defined by the regulator along with their own Value for Money measures and targets, with which to measure economy, efficiency and effectiveness.

The Regulator defined these metrics in the publication Value for Money metrics – technical note feedback and responses. These seven metrics remain the most appropriate set of measures to capture performance across the sector in a fair and comparable way. This publication sets out the definition of each of the metrics and sets out how providers should calculate the VfM metrics using the line numbers from the 2021 FVA.

Small providers (those owning or managing fewer than 1,000 homes), should refer to Annex B which helpfully sets out how the metrics should be calculated by using designated lines included in their statutory accounts.

Providers should submit regulatory returns as soon as practicable. The latest submission date for the FVA is six months after a provider’s year end. For most of the sector this will be 30 September 2021.

The VfM report and metrics are published annually with the Global Accounts.
