The government announced the Single Homelessness Accommodation Programme (SHAP) following the publication of the Rough Sleeping Strategy in September 2022.
SHAP is a £200 million fund to deliver up to 2400 homes and support services for people sleeping rough or at risk of sleeping rough. SHAP will provide supported housing, Housing First and housing-led accommodation for two target groups: adults experiencing multiple disadvantage who may have a history of rough sleeping and require high levels of support, and young people at risk of or experiencing homelessness or rough sleeping.
The prospectus contains an overview of SHAP and provides details of what will be funded and how to apply for funding.
As described in the prospectus, SHAP applications are formed of two parts: a council-submitted Strategic Gap Analysis and an individual capital and/or revenue funding Bid.
Drafting templates for each component can be downloaded above. Use of these templates is highly recommended to support sharing and collaboration and to serve as a back-up should you encounter any connectivity issues while submitting final forms online.
A brief outline of each application component is provided below:
Submission of a Strategic Gap Analysis by council officers is a requirement for the assessment of any funding bid(s) from the locality area. This is a requirement both in and out of London.

This is required from bidders outside of London who wish to apply for revenue funding for support services. Bidders in London should follow application guidance in the GLA prospectus.

Homes England’s IMS portal for capital applications outside of London will open on 13 January. Guidance for the IMS application process will be published on the same date.
Bidders who are ineligible to bid for capital through IMS - or who wish to apply for revenue to deliver accommodation - should engage with the relevant local authority, who can arrange access to an alternative application on Citizen Space. Guidance for this form will be made available when access is granted. Bidders in London should follow application guidance in the GLA prospectus.
