Subject: End of the 2017 list and work updates

Dear billing authority,

Changes to NDR update schedules to support Compiled List generation

From 24 March 2023, we will not produce any 2017 and 2023 update schedules. We will continue to generate 2005 and 2010 update schedules. The 2023 compiled list will be published on Saturday 1st April 2023 at 9am on GOV.UK and BATrans. The update schedules will resume from 5th April. Attached is the current version of the calendar of overnight generations.

Reporting changes to the 2017 Rating List after 1 April 2023

We are receiving questions about reporting changes to the 2017 list after it closes on 31 March 2023.

The VOA can alter the 2017 list up to 31 March 2024 allowing us to clear existing cases/reports and enabling you to submit reports that have a retrospective element.

From 1 April 2023 where you need to report a change that occurred before 31 March 23, please alert us to the change in the remarks box of the report by stating ‘Alteration req to 2017 RL effective from …’ and email any appropriate supporting element to support us backdating the entry in the 2017. We will raise an internal report to action the change to the previous list and carry out changes to both lists in tandem to ensure there is no delay in billing.

Where changes are made to the 2017 list, we will advise the customer that they have the right to make a Check within 6 months of the date of our alteration.

Delivery of 2005/2010 Proposal Lists to end

We are stopping production of the 2005/2010 Proposal Lists. The final list will be delivered to your BATRANs site early in April 2023. The list will be available to download for six weeks. Please ensure you download a copy before it is removed from the site. As the remaining cases are settled you will be able to pick up the settlement details from the rating list schedules.

2017 GROUP PRE CHALLENGE REVIEW ( GPCR ) UPDATE

Outstanding GPCRS are being concluded in the next few days. There will either be a settled outcome, where a revised valuation scheme has been agreed, or discussions will cease without conclusion. Where agreement is not reached the selected outstanding GPCR Checks will be closed and the agents will be required to complete new Checks for each of the individual assessments they wish to have reviewed by 31.03.23.

The process is outlined here: https://www.gov.uk/guidance/check-and-challenge-group-pre-challenge-review

Library GPCR

The library GPCR has now been agreed and a new Code of Practice will be published. We will start to process any reductions applicable to those assessments represented by the parties to the GPCR shortly. In order to review any additional assessments not covered by the initial GPCR, Checks will be required to be registered before the 31st March 2023.

Street Naming and Numbering mailbox

Further to our recent message highlighting the new dedicated mailbox for Street Naming & Numbering notifications we thought it useful to clarify what type of work should be sent to this mailbox:

  • When a street name or number is officially assigned, a notification is issued. It is the copy of this document that should be emailed to the Street Naming & Numbering mailbox
  • Reports are still required for address changes. These should be submitted in the usual way - not directed to Street Naming & Numbering
  • Reports for new properties should be submitted in the usual way - not directed to Street Naming & Numbering

Please continue to use the following inboxes to contact us about your work:
