Council Tax Update Letter 2011b
The Council Tax (Discount Disregards) Amendment Order 2011
This letter is to advise you that the above piece of legislation was made on 29
thMarch 2011 and will come into force on 13
th May 2011.The legislation makes minor amendments to update the Council Tax (Discount
Disregards) Amendment Order 1992, to provide that:
those people who have a sole or main residence in England and Wales whoare undertaking a full-time course of education with an educational
establishment situated in a Member State of the European Union are to be
treated as students for council tax purposes; and
clarification to the status of those full-time students undertaking distancelearning in any Member State, including the UK, is given.
This is a Composite order and will come into force on 13
th May for both England andWales. The Department for Communities and Local Government has also issued
guidance to accompany this Order which includes details on the suggested treatment
of distance students for council tax purposes and advice on verifying educational
establishments. I have attached a copy of this guidance document for your
information.
