Update - LGRR Working Group - Efficiencies in the Collection & Enforcement of Business Rates

 

 

 

 

Many of you may already be aware that the Local Government Resource Review Consultation paper has been published and is available on the CLG website (http://www.communities.gov.uk/publications/localgovernment/resourcereviewbusinessrates).

I wanted to highlight Chapter 4, paragraphs 4.12 & 4.13 - which contain decisions related to the items I sought information from this working group on.  You will note from these paragraphs that Ministers have decided to proceed with three items to improve the collection and enforcement process:

  • Allowing billing authorities to provide the statutory information that accompanies the Demand Notice online.  Please note this is not a reference to explanatory notes, which contains information that forms part of the demand notice itself and will continue to be sent in hard-copy unless the ratepayer has agreed to electronic billing.
  • Allowing billing authorities to implement multi-year billing if they wish; and
  • Redrafting the legislation to make it clear that where overpayments have taken place, billing authorities can offset outstanding liabilities from previous years, before offering refunds.

The department will now begin work on getting the necessary regulations in place for the above three items.
