Completing & Submitting Government Returns Training Day - Discounts for Forum Members PLUS other Training Days

This is a reminder about ‘Completing & Submitting Government Returns’  – a comprehensive training day which is taking place on 8th November 2011 in London.

Please note that this course will be run throughout the UK if sufficient expressions of interest are received.

 

Course Outline

A comprehensive one-day course for anyone working with council tax and NDR statistical data particularly the information needed to compile or complete Government returns. The course will cover collection data for internal use, including the monitoring of bad debt provisions and compilation of the quarterly Government returns on council tax and NDR collection.  Also included will be the annual return on calculation of the council tax base for revenue support grant purposes as well as the calculation of the Council Tax Base itself as used for tax setting. In relation to Non-Domestic Rates there will be an examination of the NNDR1, NNDR2 and NNDR3 returns, their purpose and content.

Target Audience

The course is designed to be of interest to people at two levels,

(1) providing basic information for those who are may have limited experience of working with these statistical returns but also

(2) as a refresher for those who are more experienced but would benefit from a reminder of the purpose and application of statistical data.  By their nature, many of the Government returns are completed infrequently and there are changes now being proposed on the forms that have to be submitted.

Aims and Objectives

Attendees will gain an understanding in all of the following aspects:

·         Monthly collection monitoring;

·         Quarterly returns of Council Tax and NDR;

·         CTB - Calculation of the council tax base for RSG purposes;

·         Council Tax base for tax setting - incorporating future changes in the property base and assessing the collection rate;

·         NNDR Pooling and the NNDR Returns (NNDR1, NNDR2, NNDR3);

·         NNDR Bad Debts, Cost of Collection and reimbursement of legal costs.

Tutor

Bill Lovell IRRV (Hons) is a freelance consultant and trainer in local taxation and revenues. He is a former Head of Revenues and Benefits in local government and has been a course tutor on qualification courses for IRRV examinations many years.  He provides training courses both in-house and at public seminars.  He is an author of IRRV publications and a regular contributor the IRRV journal Insight as well as being a regular speaker at conferences and seminars.  Bill is currently the Institute’s chief examiner for the Professional Project Assessment (PPA) route to corporate membership and in 2009 he was awarded Honorary Membership of IRRV

The course starts at 10.00am and finishes at 4.30pm.  Lunch and refreshments are provided during the day.
