We have published a summary of the responses we received to the Universal Credit local support services framework.

We published the Universal Credit local support services framework on 11 February 2013. This was the result of careful and intensive working between the DWP and colleagues in the Local Government Association, Convention of Scottish Local Authorities and Welsh Local Government Associations with input from local authority representatives.

The framework will be put in place for the introduction of Universal Credit in October 2013, to help claimants who may require extra support to access Universal Credit. The framework explains:

  • who may need help
  • what services they may need
  • how these services will be provided through locally developed partnerships

The framework provides a structure for ensuring that adequate support will be in place from October 2013 when Universal Credit begins to be introduced nationally, initially in 6 hub Jobcentres across England, Wales and Scotland.

We intend to publish a revised framework (mark 2) in October 2013. The new framework, developed in collaboration with local authority colleagues, will inform the testing and trialling of elements of the Universal Credit local support services framework principles. These include the funding model and partnership agreements in the Universal Credit sites and additional selected areas. The mark 2 framework will also include lessons learned from the Universal Credit pathfinder, local authority-led pilots and the direct demonstration projects, and from the feedback responses received to the mark 1 framework published in February.

We plan to publish a more comprehensive version of the framework in autumn 2014 (mark 3), to form the basis for service planning for the 2015/16 financial year.

We have also published draft guidance explaining who could be paid by alternative arrangements under Universal Credit.
