You are aware that for a considerable period we have worked closely together to ensure the learning and development solutions for Local Authority fraud investigative staff are available across all authorities in England, Wales and Scotland.

 

The Institute of Revenues Rating and Valuation have been critical partners in delivering this service to staff who have no access to DWP systems and are therefore unable to procure learning through our internal resource management catalogue.

 

You will be aware that teams across the Department for Work and Pensions (DWP) recently integrated to create a new Fraud and Error Service (FES) which will become a key enabler of the Government’s Welfare Reform agenda. The programme will deliver cutting edge capability to prevent, detect and correct fraud and error. It will deliver tough punishments for those who defraud the system; and deter those who would try to abuse the system in the future.

 

You will understand that as the Service evolves and aligns the skills and attributes of colleagues across DWP, Local Authorities and HMRC we are assessing the current structures and procedures that support delivery of our objectives.  As a consequence we have undertaken a review of all learning and development solutions, and the method of that delivery, required to deliver the Fraud and Error Service (FES) as we move forward.

 

The conclusion of the Change and Implementation final report was that FES adopts the DWP model for design and delivery of learning for all staff. This means that the responsibility for design, development and delivery will be accessed via Civil Service Learning (CSL). This new way of working will ensure that FES learning requirements are managed consistently in line with other Operational roles and teams. This does mean that there will no longer be a delivery role linked to learning within FES.

 

As a consequence of this change DWP FES will no longer support a resource to deliver training directly to Local Authorities. Therefore I request that you remove the DWP learning and development solutions from your site from 1 July 2014.

The support and assistance given by the Institute of Revenues Rating and Valuation has been invaluable. I would particularly wish to thank Mark Wallis for his guidance and care in uploading materials, resolving issues and assisting in maintaining the integrity of available solutions on site. Mark has been approachable throughout and has provided a professional service, which has been highly commendable and is a credit to your organisation.

 

I spoke briefly to Mark yesterday and enquired if it would be possible for him to supply a copy of all materials currently housed on your site for our audit purposes. I hope this will not be too inconvenient for you.
