Cynllun rhyddhad ardrethi yng Nghymru trethi busnes bach newydd

 

Mae'r Ysgrifennydd Cyllid Mark Drakeford wedi cyhoeddi y bydd cyflwyno cynllun rhyddhad ardrethi busnesau bach parhaol (SBRR) o 1 Ebrill 2018.

 

Bydd y cynllun yn darparu cymorth ychwanegol ar gyfer y sector gofal plant, cynyddu trothwy uchaf ar gyfer rhyddhad ardrethi i ddarparwyr gofal plant o £12,000 i £20,500.

 

Bydd y cynllun yn parhau i gael eu datblygu i sicrhau bod yn gorau diwallu anghenion Cymru, ac ystod 2018-19, y bydd Llywodraeth Cymru rhyddhad ychwanegol ar gyfer rhai busnesau, gan gynnwys:

•       £5m o gefnogaeth i gynllun rhyddhad ardrethi stryd fawr dros dro yn parhau yn 2018-19.

•       Ychwanegol o £1.3m o gyllid i awdurdodau lleol, am iddynt ddefnyddio eu pwerau disgresiwn i roi rhyddhad wedi'i dargedu i gefnogi busnesau lleol a fyddai'n elwa fwyaf o gael cymorth ychwanegol.

•       Cymorth wedi'i dargedu ar gyfer prosiectau ynni dŵr bach.

 

Yn agwedd allweddol ar y cynllun newydd bydd nifer yr eiddo sy'n gymwys ar gyfer rhyddhad ardrethi i fusnesau bach yn gyfyngedig i ddau eiddo fesul busnes ym mhob awdurdod lleol.  Mae hyn yn golygu na fydd busnesau mawr budd anghymesur o'r cynllun a bydd targedu rhyddhad ardrethi yn fwy effeithiol i gefnogi busnesau lleol.  Mae hyn yn rhyddhau tua £7 m a gaiff ei ailfuddsoddi mewn ardaloedd eraill o ryddhad.

 

Bwriad Llywodraeth Cymru yw i gymryd ymagwedd flaengar, teg a thryloyw tuag at drethiant lleol yng Nghymru sy'n parhau i ddarparu cyllid hanfodol ar gyfer gwasanaethau lleol.  Darparu cynllun rhyddhad ardrethi parhaol ar gyfer busnesau bach yn gam allweddol wrth gyflawni hyn.

A New Small Business Rates Relief Scheme for Wales

 

Finance Secretary Mark Drakeford has announced that a permanent Small Business Rates Relief scheme (SBRR) will be introduced from 1 April 2018.

 

The scheme will provide additional support for the childcare sector, increasing the upper threshold for rates relief for childcare providers from £12,000 to £20,500. 

 

The scheme will continue to be developed to ensure it best meets the needs of Wales and, during 2018-19, the Welsh Government will additional relief for certain businesses, including:

•       £5m of support to continue the temporary High Street Rates Relief scheme into 2018-19.

•       An additional £1.3m funding to local authorities, for them to use their discretionary powers to provide targeted relief to support local businesses which would benefit most from additional assistance.

•       Targeted support for small hydropower projects.

 

A key aspect of the new scheme is the number of properties eligible for small business rates relief will be limited to two properties per business in each local authority.  This means big businesses won’t benefit disproportionately from the scheme and rates relief will be targeted more effectively to support local businesses.  This releases approximately £7m which is being reinvested in other areas of relief. 

 

The Welsh Government’s intention is to take a progressive, fair and transparent approach towards local taxation in Wales which continues to provide vital funding for local services.  Delivering a permanent rates relief scheme for small businesses is a key step in delivering this.
