2018-19 Housing Benefit administration subsidy arrangements for English, Scottish and Welsh local authorities

Introduction

  1. This circular contains details of the final distribution of the 2018-19 Housing Benefit (HB) administration subsidy. This circular updates Circular HB S13/2017 published on 20 December 2017.
  2. Provision for the 2018-19 HB administration subsidy arrangements will be made by an Amendment Order to the Income-related Benefits (Subsidy to Authorities) Order 1998, which will be subject to consultation with the Local Authority Associations (LAAs) prior to being laid in Parliament.
  3. LAA and local authority (LA) representatives have been consulted regarding the distribution methodology.

Background

  1. Following the abolition of Council Tax Benefit (CTB) and the introduction of Local Council Tax Support (LCTS) in April 2013, the funding baseline for HB/CTB has remained disaggregated. The Department for Work and Pensions (DWP) is responsible for allocating the HB element to LAs with the responsibility for distributing the remaining LCTS element being with the Ministry of Housing, Communities and Local Government (MHCLG) and the Devolved Administrations to distribute to their respective LAs.
  2. Circular HB S13/2017 provided indicative 2018-19 HB administration subsidy allocations. This was a result of the Autumn Budget and Universal Credit announcements in November 2017 which impacted the level of Universal Credit savings to be applied to the 2018-19 HB administration subsidy.
  3. The department has subsequently agreed the level of Universal Credit savings. The Annexes to this circular provide the final distribution of the 2018-19 HB administration subsidy.
  4. The 2018-19 HB administration subsidy allocation by country is:
  • English LAs - £185.132 million
  • Scottish LAs - £21.010 million
  • Welsh LAs - £10.664 million
  1. This funding is calculated by applying a flat rate efficiency saving reduction (applied after Universal Credit savings are deducted) to the 2017-18 HB administration subsidy, which is consistent with DWPs’ baseline funding.
 

Universal Credit rollout

  1. The 2018-19 HB administration subsidy funding takes into account the revised November 2017 Universal Credit rollout schedule. Universal Credit savings of £5.894 million have been deducted from the total amount of the 2018-19 HB administration subsidy for Great Britain. This is in addition to the £11.3 million previously deducted from the 2017-18 HB administration subsidy funding.
  2. Universal Credit savings are profiled across a number of financial years. The 2018-19 Universal Credit savings take into account the November 2017 Autumn Budget and Universal Credit announcements, along with a review of the savings in the Universal Credit business case.

Distribution methodology

  1. For 2018-19, the HB administration subsidy is based on the 2017-18 allocation and applies the HB caseload estimates used in the 2017-18 allocations, before any Universal Credit savings or efficiency savings are applied.
  2. The Universal Credit savings deduction has been calculated using total expected Universal Credit savings up to 2018-19. These are based on the estimated individual LA’s share of the expected national reduction in the HB working caseload.
  3. A flat rate reduction has then been applied across all LA allocations, in line with the departmental efficiency savings.
  4. Allocations are rounded to the nearest pound.
  5. MHCLG will inform English LAs of their 2018-19 LCTS funding.

Payment of administration subsidy

  1. Payments of administration subsidy will be made in 12 monthly instalments beginning in April 2018. The overall subsidy available to support HB administration costs is cash-limited and so there is no provision for any adjustments to be made to individual LA allocations.
