This report records progress made by HM Revenue and Customs (HMRC) and its agency, the Valuation Office Agency (VOA) against the environment targets contained in the Greening Government Commitments (GGCs).

The report also includes a detailed breakdown of data required to meet HM Treasury guidelines on sustainability reporting.

The performance takes into account the size of HMRC’s estate and the number of people employed.

We employ around 62,000 full-time equivalent (FTE) staff across the entire departmental group, which includes the Valuation Office Agency and Revenue and Customs Digital Technology Services Limited. We are in the process of relocating to 13 regional centres, 5 specialist sites, a head office in Westminster, London, and, until 2027 to 2028, 8 transitional sites.

The external body, the Building Research Establishment, has verified our GGC data.
