Subject: Guidance on the Coronavirus Job Retention Scheme and update regarding business rates relief in 2 tier areas
Dear colleague
We are writing to let you know that we have published updated guidance on the Coronavirus Job Retention Scheme (CJRS) and how this will apply to the education, early years and children’s social care sectors in England. The guidance can be found here.
We are aiming to hold a webinar shortly on this topic so please feel free to contact us with any queries on the new guidance using the entitlements mailbox as usual and we will endeavour to answer as many as possible.
In addition, we have an update regarding EY data for the business rates relief discount in 2 tier areas. On 18 March 2020, in response to the coronavirus, the government announced that many childcare providers would pay no business rates in 2020 to 2021. This relief will apply to hereditaments occupied by providers on Ofsted’s Early Years Register and wholly or mainly used for the provision of the Early Years Foundation Stage and which are subject to business rates in the year 2020/21. This is a vital measure to support early years providers during the current challenges and will help protect provision once we emerge from the current restrictions. Guidance can be found here.
In 2 tier areas business rates collection, and therefore the delivery of the 100% discount for nurseries, is the responsibility of the business rate teams in District Councils. Therefore, in order to support the delivery of the discount, we would be grateful if Early Years teams can provide to the business rates teams in their Districts details of the name and address of registered providers in their area. We understand that some counties have already done this (and that EY teams in metropolitan and unitary council are already working with their business rates colleagues) and we are grateful for their help.
Finally, we understand some counties have raised concerns regarding data protection and the disclosure of the information to districts. For the avoidance of doubt no further permissions are needed from Ofsted for counties to be able to share this data with districts for the purposes of the rate relief scheme.
