Review and replacement of the Local Authority Partnership Charter
This update sets out the changes we are making to the Local Authority Partnership Charter and the process to replace it.
Why are we planning to remove it?
The Charter was launched in 2014 and last updated in 2016, so is due an update which will ensure the information in it is current and it reflects the standards that both the VOA and local authorities are able to fulfil. This will be a new document so we’re removing the old version in preparation for this.
We remain committed to working in partnership with local authorities in the administration of NDR, Council Tax and Housing Benefits, and removing this charter is in no way a reflection that this commitment has come to an end. Our ‘2019-20 Performance Targets’ remain in place within our VOA Business Plan 2019-20. These are our current standards and better reflect our delivery capabilities compared to those in the Charter.
What will replace it?
The new document will set out how the VOA and local authorities can work in partnership, setting out the services we are able to provide and what we need to deliver that. With our performance targets being in our Business Plan, the replacement to the Charter will link to these targets. This will mean that the new document can focus on the roles we both play, how we can work together and what happens if things go wrong. We’re in the process of writing and developing this document and will share it with you once complete.
Will there be a consultation on the replacement?
As we value BA input this new document will not be developed in isolation. We have already discussed an initial draft to the Local Authority Working Group and going forward, we will use future relevant opportunities to consult on its development. When will this happen?
We will be removing the Charter from our website and gov.uk from 10 July 2020. We are looking to provide the replacement to the Charter by autumn 2020. We will of course, communicate out when this new version is live.
