Details

The Social Housing Decarbonisation Fund Demonstrator (SHDF Demonstrator) will start the decarbonisation of social housing over 2020 to 2021, and support green jobs as part of the COVID-19 economic recovery plan.

This £50 million programme announced in July 2020 will support social landlords to demonstrate innovative approaches to retrofitting social housing at scale. It will mean warmer and more energy efficient homes, a reduction in households’ energy bills, and lower carbon emissions.

The SHDF Demonstrator upscales the existing Whole House Retrofit (WHR) Innovation Competition. The SHDF Demonstrator project is an initial investment to learn lessons and catalyse innovation in retrofitting for the Social Housing Decarbonisation Fund, for which the manifesto committed £3.8 billion of new funding.

Eligibility for the SHDF Demonstrator

The competition is open to applications from local authorities (LAs) including combined authorities, or from consortia led by LAs for work on their retained social housing stock and / or housing association or arm’s length management organisations (ALMO) stock.

How to apply

  • read the application guidance, memorandum of understanding (MoU) and Q&A
  • ensure that the relevant Section 151 officer or senior local authority officer is sighted of the MoU to allow grant award timelines to be met should the application be successful
  • submit your expression of interest and any questions to SHDF.demonstrator@ricardo.com by 5pm, Friday 16 October 2020. In your expression of interest, please indicate if you are either a local authority considering applying to the fund, or a housing association confirming your intention to apply if you can form a consortium. There is no requirement to confirm your consortia or give an outline bid
  • complete the application form, and the competition workbook and finance form (annexes 3 and 4)
  • submit your application form and annexes 3 and 4 to SHDF.demonstrator@ricardo.com by 5pm, Thursday 12 November 2020

Successful projects

  • we will contact successful applicants individually, and publish the list of successful bids on GOV.UK
  • we plan to award grants to successful applicants in December 2020
