At the Joint Ministerial Working Group for Welfare meeting on 20 February 2017, the Scottish Government and UK ministers agreed that in order for the safe and secure transfer of welfare powers, agency arrangements would be needed for certain benefits.
The Carer’s Allowance agency agreement sets out the functions and operational processes for the Department for Work and Pensions (DWP) to continue to deliver and administer Carer’s Allowance to people in Scotland, under the same procedures and rules as DWP do for people in England and Wales. The agency agreement covers a period of 2 years.
This agreement also allows the Scottish government to pay a Carer’s Allowance Supplement from September 2018.
The Service Level Agreement sets out the agreed roles and responsibilities between the Scottish ministers and DWP when delivering the Carer’s Allowance Supplement.
