Mandatory provision of “Occupier Lists” to VOA – next lists due by 15 April 2021
Firstly, thank you to all those Authorities who supplied the first set of occupier lists in January as now mandated by Legislation.
No doubt you will already be preparing to provide the second quarterly set, due on or before 15 April 2021.
To date we have not pursued any lists that weren’t supplied in January, as we appreciate the pressures we have all faced over the last 12 months and the legislation wasn’t laid until December 2020.
The collection of up to date rental information is extremely important to the VOA to ensure Rateable Values (RV) are correct and robust. This in turn then benefits the ratepayer to have confidence in their rates bill and for you, as the Authority, the list will be more stable with minimal RV loss. Research has shown that sending our rental forms to the actual occupier does increase the return rate and is why the legislation was introduced to support this work. To assist the VOA, ratepayers and yourselves we ask all authorities to provide the required information by 15 April.
The next national Revaluation for 2023 requires us to value 2 million properties. We are undertaking this exercise in a shorter timescale than previously and – as valuation date for the revaluation is 1 April 2021 – you may appreciate that the property market that has seen major changes because of the pandemic. We need you to work with us more than ever, to ensure assessments are as fair and accurate and to make sure the tax base you rely on is as accurate and stable going forward as it can be.
For those Authorities who have not provided occupier list information, your Local Authority Relationship Managers will be in contact shortly, if they haven’t done so already.
