 The Audit Commission and five partner inspectorates have announced details of the new Comprehensive Area Assessment (CAA) which will examine how local authorities are progressing against local priorities, including National Indicators 6 (Participation in regular volunteering) and 7 (An environment for a thriving third sector), and flag up areas where they are not on track.

CAA is a radical departure from the old Comprehensive Performance Assessment (CPA). CPA was fundamentally concerned with local authorities, awarding stars to areas based on achievement of statutory requirements.

Under CAA, Partnership is the focus for the assessment, with all six inspectorates jointly providing an ‘area assessment’ on outcomes provided through working together. The really significant element of this approach is that it will target subjects that local residents feel most passionate about – which may include reducing youth offending, action on drugs and alcohol, environmental issues, reducing carbon footprint, regenerating deprived areas, tackling obesity or the availability of affordable housing.

This emphasis on local outcomes means that many charities, community groups and social enterprises will be consulted for the first time on how the performance of local statutory bodies is affecting their client groups.

OTS is pleased to have worked closely with the joint-inspectorates to produce clear information on how to use the third sector to reach local residents, including guidance to help CAA regional leads develop a greater appreciation of the range of third sector roles in areas and how the sector contributes to high quality decision making, effective delivery and better outcomes.
