Suspension of Phase 4 of the e-Transfer Project
As you are aware, all UK local authorities have now been e-enabled to receive Housing Benefit and Council Tax Benefit claim data electronically.
The electronic LAIDs and LACIs are sent in Portable Document Format (PDF). The LAs then choose to print off the documents or route them into a Document Management System.
Phase 4 of the project was to consider providing the documents in Extensible Mark Up Language (XML) format, enabling LAs to load claim information into their back-end systems.
This work has been put on hold, as part of a DWP-wide exercise to look at all existing projects and the benefits they can deliver.
HBIFP has started a new project, the Automated Transfers to Local Authority Systems or ATLAS project, working to deliver new award and change of circumstances data from both DWP and HMRC to LAs using a format which will allow changes to HB/CTB claims to be actioned more quickly and uploaded directly into the LA processing systems. The transfer of LAIDs and LACIs will be considered as part of the scope of this project.
