Mae Llywodraeth Cymru wedi ymgynghori o’r blaen ar gynigion i ddiwygio'r system apelio ar gyfer ardrethi annomestig. Un o'r negeseuon allweddol o'r ymatebion i'r ymgynghoriad oedd na ddylid gwneud unrhyw newidiadau hanner ffordd drwy restr ardrethi annomestig, ac mai’r amser gorau i wneud newidiadau fyddai ar yr un pryd ag ailbrisio. Bydd yr ailbrisiad nesaf yn cael ei weithredu ar 1 Ebrill 2023.
Mae Llywodraeth Cymru yn lansio ymgynghoriad technegol sy'n nodi effaith y Rheoliadau drafft, i fod yn gymwys i restrau ardrethu a luniwyd ar neu ar ôl 1 Ebrill 2023, ac yn ceisio barn ar eu heglurder deddfwriaethol a'u cais ymarferol.

The Welsh Government previously consulted on proposals for reform of the NDR appeals system. One of the key messages from the consultation responses was that no changes should be made midway through an NDR list and the optimal timing for changes would be to coincide with a revaluation. The next revaluation will be implemented on 1 April 2023.
The Welsh Government is launching a technical consultation setting out the effect of the draft Regulations, to apply to rating lists compiled on or after 1 April 2023, and seeks views on their legislative clarity and practical application.
