2013-14 National non-domestic rates mid-year forecast
Further to my email of 29 October, we have received a number of enquires about the form and what should be taken into account when completing it. As it is a new form and the teething troubles we have encountered mean that we need to issue a revised version of the form along with new guidance notes. However to ensure that we have got things right this will not be until the beginning of next week. I am sorry for the inconvenience this will cause but you will appreciate that we want to get things right as quickly as possible without sending out a number of versions of the form and guidance notes.
As a result, the date for the return of the form will be adjusted; we will let you know the revised date when we send out the revised form.
A number of you have asked about the NNDR1 for 2014-15. This form will not be set out for completion until early January 2014 - as has happened in previous years - as it will contain data that are not available until then i.e. number of hereditaments and their RV as at 31 December 2013. We are working with the Implementation Working Group, which is made up of representatives from local authorities and software suppliers, to ensure what we want the form to contain is achievable. It is planned to send out draft version of the form in due course so you will be able to see what information will be required to complete the form.
The 2013-14 NNDR3 is also under going a similar process and again we hope to be able to send out a draft version of the form to authorities in due course.
