Dear NNDR contact
Following the move to the business rates retention system in 2012-13, we have had to redesign the NNDR1 form to calculate the various amounts of non-domestic rates that should be retained by you or should be paid to your precepting authorities or central government. In addition the form provides a vehicle for DCLG to collect this information.
We have been working closely with the Implementation Working Group, software suppliers and CIPFA to ensure that what is required is achievable.
Attached are draft copies of the 2014-15 NNDR1 form and guidance notes as they are at the moment. NB both items are still “work in progress”. There is no requirement to complete and return this version of the form - they are for information purposes only.
It is planned to send out final versions of the form and guidance notes by Friday 17 January. That version of the form will include the usual in-built validation checks.
Please look at the form and guidance to ensure you understand what is required. I’m sorry that it seems long but a lot of cells are either calculated or are derived from other cells. In Part 2 the majority of authorities will only be required to complete column 1 as they will not have either Enterprise Zones or New Deal Development areas.
If you have any comments on the form and or guidance they should be sent by email to nndr.statistics@communities.gsi.gv.uk by Friday 10 January 2014 at the latest. As mentioned above, we are planning to issue final versions of the form and guidance notes towards the end of the following week. The final signed version of form will need to be returned to DCLG by Friday 31 January 2014.
Copies of the form and guidance notes have also been sent to all major precepting authorities to make them aware of the information they will be receiving from you and how it has been derived. We are setting up the mailing list for the precepting authorities – please can you check that your contact at the precepting authority has received their email; if they haven’t please let us know so we can check who has received the email in their authority and we will resend the email.
In addition to the normal NNDR1 form we will also be issuing the NNDR1 (Supplementary) form which will ask for data about the number of properties in respect of the various reliefs so please be prepared to have this information available.
