Valuation Tribunal Service Chairman and Member of the Board reappointed

The Government has announced the reappointments of Anne Galbraith OBE as Chairman and Professor Ronald Barham SBStJ as member of the Valuation Tribunal Service (VTS). Anne Galbraith's reappointment is for a period of 18 months whilst Ronald Barham has been reappointed for 2 years. Both reappointments are from 1 April 2009.

Notes 

The Board Members of the Valuation Tribunal Service have been appointed in accordance with the Commissioner for Public Appointments' Code of Practice.

The Chairman will receive £55,451, the Deputy Chairman receives £6,600 and all other members of the board will receive £5,500 per annum for the time they devote to the VTS. The Chairman is expected to give up to 3 days a week, the Deputy Chairman is expected to give up to 24 days per year, whilst the members are expected to give up to 20 days per year to their role at the VTS.

Anne Galbraith OBE - Chairman
Anne Galbraith was initially appointed to the VTS Board in 2003. She is currently a Non Executive Member of the NHS Business Service Authority, as well as being a former Member of the Council on Tribunals. She is also Chairman of the Council of Durham University.

Anne receives £7,600 per annum for a time commitment of twenty days per year as Non Executive Board member NHS Business Services Authority

Ronald Barham SBStJ - Member of the Valuation Tribunal Service
Ronald Barham was initially appointed to the VTS Board in 2006. He became a Member of the Lancashire Valuation Tribunal in 1985, a Tribunal Chairman in 1988 and its Deputy President in 2001. He is in judicial practice as an Arbitrator, is a visiting professor to Universities of Applied Sciences in Augsburg and Mainz, Germany, and is a former senior member of the University of Central Lancashire.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. The appointees have not made any such declaration.

The Local Government Act 2003 requires that a majority of the Members (including the Chairman and Deputy Chairman) of the Valuation Tribunal Service Board are serving Presidents or Chairmen of Valuation Tribunals. The Members of the Valuation Tribunal Service Board are:

  • Anne Galbraith OBE - Chairman of the VTS - appointed until September 2010
  • Peter Lawton - President of both the Suffolk and the Essex North Valuation Tribunals - appointed until March 2011
  • Ian Tighe - Member- appointed until March 2011
  • John O'Shea - Member - a Chairman in the Tyne and Wear Valuation Tribunal - appointed until March 2011
  • Irene Robinson - Member- appointed until March 2010
  • Michael Tildesley OBE - Member - President of Leicestershire Valuation Tribunal- appointed until March 2010
  • Ronald Barham SBStJ - Member - a Chairman in the Lancashire Valuation Tribunal - appointed until March 2011

Background

The Valuation Tribunal Service was established in April 2004 as a non-departmental public body under the Local Government Act 2003. It provides support and guidance to the 56 valuation tribunals in England and advises Ministers on matters relating to valuation tribunals. It promotes best practice and provides the services required for the operation of the valuation tribunals, for example, accommodation and training for members and employees.

Valuation Tribunals hear appeals against valuations for business rates and valuations and liability for council tax.
