Based on our experience of supporting and, sometimes, intervening in local authorities experiencing difficulties, it has become clear that culture and governance at a local authority is key to its success or failure.
This guide sets out what lessons can be learned about culture and governance and how to improve it from the experience of statutory and non-statutory interventions at local authorities since 2010.
