This report is the result of a scoping study conducted for the Levelling Up Fund impact and value for money evaluations. It sets out the most effective approach to evaluating the fund, including the methodology (how the evaluation could be done), the timings of each piece of work, and what data will be needed to answer the research questions.
The report also contains Theories of Change, designed to show how each project supported by the Levelling Up Fund contributes to achieving the overall policy vision for the programme.
